My outgoing message plainly says "you are not in my contact list, leave a message stating who you are and reason for calling. No message and you will be blocked". 99.9% of the time they don't leave a message and get blocked after I run the number through Google.

That Bixby text option is not in my phone dialer settings options. I have a Galaxy 23 Ultra.
Try to use the 'Text call' option. It should have the same features
